Philadelphia, Pa., Oct 27, 2014 / 06:21 pm .- A 55-year-old priest in Philadelphia was placed on immediate administrative leave after being arrested on child pornography charges. According to the Archdiocese of Philadelphia, Father Mark J. Haynes was arrested by Chester County Police and "charged with two counts of dissemination of child pornography, two counts of possession of child pornography and two counts of criminal use of a communications device."

WEST CHESTER More than 340 municipal law enforcement agencies throughout the state, including 13 in Chester County, are joining the Pennsylvania State Police in targeting aggressive drivers in an initiative that runs through Nov. 22. Municipal police participating in last year's campaign wrote 53,587 citations related to aggressive driving, including 31,150 for speeding, according to the Pennsylvania Department of Transportation. Aggressive behaviors also include tailgating, weaving, racing to beat red lights, and failing to yield to cars that have the right of way.

The Pennsylvania Department of Transportation announced that construction will begin Monday, Nov. 3, on a $36 million project to replace the western-most Route 422 bridges over the Schuylkill River in North Coventry Township, Chester County, and West Pottsgrove Township, Montgomery County. The replacement of the deteriorating dual bridges carrying Route 422 over the Schuylkill River, which are located between the Stowe and Route 100 interchanges, is made possible by Act 89 funds from Pennsylvania's new transportation plan.

For the third straight year, Chester County will not raise property taxes in 2015, according to a preliminary budget unveiled Tuesday that officials developed to align with the county's strategic goals while adjusting for economic challenges. Those challenges include the county's two main revenue streams: its tax base and state and federal grants, which are expected to stay relatively flat.

Those races, in Bucks and Delaware Counties, could indicate whether gains in voter registration for Democrats will translate into campaign victories, analysts say.
