Blocking the execution of a Pennsylvania prisoner, a federal judge cited lapses by defense counsel with respect to evidence of childhood abuse and medical history. Derrick Hall was one of three men convicted for the Dec. 18, 1993, armed robbery of a Chester County laundromat, and Hall was convicted for murdering the laundromat attendant.

The school was placed under lockdown after the men began firing shots, the Chester County District Attorney's Office said. The system, which will allow transit users to pay with a smartphone, likely won't be available to Regional Rail riders until at least 2016.

WEST CHESTER The rehab of a historic courthouse, the careful maintenance of a traditional twin home, and the addition of a cupola to a Presbyterian church were recognized this week by the West Chester Downtown Foundation as the best historic preservation efforts in the borough this year. The Brick and Mortar Awards are given to projects that have a positive impact on West Chester's "historic fabric," the foundation said in a news release.

Two men were arrested Thursday and face charges after authorities said they brought a rifle on to Malvern Prep's campus and began shooting. Jibri Marquese Richardson, 22, of Ardmore and Michael F. O'Brien, 59, of Glen Mills were seen walking on to Malvern Prep's campus around 8:40 a.m. Thursday, Chester County District Attorney Thomas P. Hogan said.

Thousands of county residents have begun rolling-up their sleeves to get vaccinated and help stop the spread of the influenza virus, commonly called the flu. Some lucky eligible residents are even able to "sniff" the nasal mist vaccine version instead.
